Section 59 going Awol.

Filed under: General — Bevan Berg @ 9:27 am

We didn’t say you could do this…..

The guidelines for dealing with complaints under the new law are likely to be delivered to police officers as soon as it comes into effect, which will be days after its final vote, as early as a fortnight from now.

Police headquarters said yesterday it could not comment on the final shape of the guidelines because they were still in draft form and dependent on the final shape of the law.

But Police Association president Greg O’Connor said police guidelines in their current form made it clear they would have no choice but to act on smacking complaints.

“We believe that under the policy as it exists it will be referred to as domestic violence.”

Unless there was a change to the guidelines once the law was passed, police would have no discretion.

“If it is family violence and there is evidence of violence, the policy is quite clear, the offender must be arrested.

“That means an admission or a witness saying they saw someone smack. Police will have no choice but to arrest a person acting on a complaint.”

CYF social workers

I think that naming social workers is unfair for them. They are trying to help New Zealand families whom have children who are in unstable or unsafe environments. All children taken into CYF care are put their for a reason. It is immoral to say that social workers do not care about the children that are take in. Without their help there would be more children whoms futures would be dim.

When Welfare Replaces Daddy

When Welfare Replaces Daddy
By Daryl James

If we are truly concerned about the future of our children, then we would
focus on the benefits, not the costs of amending the Welfare system,
because as study after study has shown, our children are doing worse with
fewer fathers in the home.

An early study from the Journal of Genetic Psychology found that the
differences in development between children were connected more to the
amount of interaction with the father as opposed to the socio-economic
status of either parent or even the number of adults in the household.

Current studies prove that children without fathers in the home are more
prone to an assortment of difficulties.

Yet, society focuses on jailing fathers who do not pay, which has not
proven to make them pay or make them show up.

The problem is not that fathers just want to have children and walk away,
as we have been told. The problem is that Welfare, in many ways, supplants
the father, and in other ways, the courts simply ignore or impede fathers
who desire to be present.

Earlier in this series, I highlighted that nearly 40 percent of unwed
mothers are living with a man and are already mothers to one or more
additional children., but the “income-tested” Welfare System creates
blockages to marriage.

Governmental assistance programs often root out males who may be dating
single mothers prior to deciding to marry and attempt to assign financial
responsibility to them, often resulting in a breakup.

For example, if a mother who is living with her boyfriend applies for
benefits as a single head of household, she will have support from the
system, while her mate ostensibly will have his own income, even if it’s
minimum wage.

But if the two do decide to marry, the system will immediately count the
man’s income against the woman’s Welfare eligibility, reducing or ending
her benefits.

What this means, as dramatized in the ‘seventies movie Claudine, is that
benefits are maximized when a single mother remains single, and slashed if
she marries. The two incomes represented by the man’s income and Welfare
benefits, are reduced to solely the man’s income—a huge burden delivered
with no preparation.

In this manner, the Welfare System forces impoverished couples to choose to
remain unmarried over combining incomes in a marriage. While the popular
concept of single Black mothers is of Welfare Queens, that concept is
neither based on truth or intelligence. Welfare benefits are scarcely
enough for a family to survive on and most of the Welfare fraud is actually
committed by white women.

Welfare case workers will even deduct gifts from a man from the amount of
monthly assistance provided to the single mother.

What must be stated and underscored is that these solutions are designed to
create financial responsibility, not to place fathers in the lives of children.

And, in reality, there is no huge single parent Welfare drain on the
economy. Total Welfare program costs in the United States are just over
$400 billion per year, which is only FIVE PER CENT of the Gross Domestic
Product. And only half of this goes to households with children.

But, even as our retarded president seeks more billions for a failing war
effort overseas, many stupid ass Americans fly into a rage over the
possibility of Welfare’s five percent of the GDP growing to a whopping six
percent.

The total arrearages in child support is just under $100 billion dollars,
while the cost of the Iraq War will be over $1 trillion by the time things
are all said and done.

If we acknowledge the fact that 70 percent of men in arrears earn less than
$10,000 annually, then forcing a single woman off of Welfare benefits if
she marries, tacitly creates fewer marriages and more single parent
households. It also makes for less fathers in the lives of children, when
the man is pursued for repayment of Welfare benefits.

Can the Welfare and Child Support System be revamped to make more fathers
present in the lives of more children?

The easy answer is yes.

First, since the focus on making him pay has failed (arrears have actually
risen despite arrests), more efforts to make him present should be pursued,
which will benefit everyone.

Instead of continuing to penalize parents, society would fare better to
actually reward couples who marry and combine incomes while improving their
standing.

For example, instead of slashing Welfare benefits when a man is in the
home, the system would be pragmatic to provide assistance for education or
the acquisition of trades, in addition to time-limited extension of daycare
support and transportation costs for both parents.

The net result will be fewer families languishing in poverty and on Welfare.

Additionally, a single father who is present in the home and taking full
advantage of those incentives should also have his debt to the Welfare
system reduced substantially. Largely, impoverished men are being jailed
and their licenses are being revoked for being unable to reimburse the
Welfare system, not for refusing to pay into a single mother headed household.

A great many fathers hit the road when facing a loss of license and/or jail.

If we wish to have more fathers in the lives of children, then we must stop
viewing them as responsible for repaying the government. If a single
mother’s benefits were to be unaffected by marriage, particularly to an
already impoverished father, no one would have to make choices between
marriage and Welfare benefits.

The net benefit here would be mostly for single Welfare mothers and the
low-wage earning, fathers with low or no skills, who are the overwhelming
majority of so-called “Deadbeat Dads.” Both groups are also among those for
whom marriage is most elusive.

Funny, but with all the current hoopla over same sex marriages, there are
no huge outreach programs by either church or state to urge single parents
to set marriage as a goal to better the lives of their children.

Political and social leaders would do their communities justice by
providing the positive message that marriage will improve the lives of all
involved, as opposed to the negative message that fathers desire to be
absent, which has generally been proven to be a lie.

And, both church and state must stop delivering confusing messages about
sex, while allowing the media and entertainment to deliver sex and
sexuality. The battle is against sex education in the schools, with little
other education suggested. We know that people will learn from somewhere,
so the decision is whether they will learn in the schools or in the
streets. Some adults have yet to learn.

Finally, the Welfare System must stop competing with fathers as the
breadwinner in the lives of single mothers and children.

The bottom line to all of this is that single fathers, especially single
Black fathers, have gotten a bad rap. Most of the negative views are based
on mythology and personal biases, not fact.

The sad reality is that even though I have presented research and
statistics in this series, many ignorant people have still responded with
their same old, tired stereotypes, ignoring everything except their silly
misconceptions, which they have allowed to pose as truth. Damn them all to
hell.

If we truly desire to improve the lot of those at the bottom, then those
above had better be about the business of creating pragmatic solutions.

We can continue to chase after men who have little money, and we can
continue to crow about how fathers “just need to pay,” but at the end of
the day, that campaign has failed.

Perhaps it’s time for something new.

CYFSWATCH NZ BACK UP AND RUNNING.

Posted by watchingcyfswatchnewzealand on March 3, 2007

Opinions expressed by others are not neccessarily those of Watching CYFSWATCH New Zealand.

The CYFSWATCH.BLOGSPOT.COM blog was closed down, as was the next one at CYFSWATCHNZ.WORDPRESS.COM, who also felt the wrath of the Communist actions committed by CYFS (Child Youth & Family) CEO Peter Hughes.

The website justice.kiwi1960.com is now just http://www.kiwi1960.com  and will feature a petition shortly calling on the Government to leave this site alone, that the people WANT debate on CYFS, and that its better to NAME and SHAME the bad social workers rather than tarring all social workers with the same brush; such a ’tarring’ is not fair to the GOOD social workers who work at CYFS.

The MSD (Ministry of Social Development) should use the infornmation here to investigate the complaints.

The Minister (David Benson Pope), the Childrens Commissioner (Cindy Kiro), and the Associate Minister for CYFS (Ruth Dyson) cannot hide from these complaints anymore.

Whether they like it or not, this site IS NOW the Independent CYFS Complaints Authority.

CYFSWATCH EXPLAINS

As posted on CYFSWATCH New Zealand

Where has www.cyfswatchnz.wordpress.com gone?

CYFSWATCH NZ are currently in a none too subtle game of “whack-a-mole” with the Ministry of Social Development, the Ministry responsible for CYFS. It seems as if there are some very motivated Government individuals who are determined to remain unaccountable to the NZ public about their gross abuses of children and families in New Zealand.

We have posted this page here to advise our readers that:

1/ The entire blog content has been saved, and so can be re-published, anywhere, at any time.

2/ We are at this stage unsure of what transpired over at wordpress. We did not delete the blog. We have contacted wordpress and asked if they can advise us as to what did happen.

3/ If it wasn’t wordpress who deleted the site, then we have to surmise that an external party was responsible for the act.

4/ This message is posted on blogger for convenience. We do not intend re-launching the blog on Google.

Contact us at cyfswatch@hotmail.com if you have any more questions.

UPDATE:

March 1st, 2007 at 9:35 am

From: CYFSWATCH

CYFSWATCH emailed wordpress in order to ascertain what had happened to the CYFSWATCH blog. What follows is what we believe is a somewhat chilling and eerie reply: it looks as if someone in the NZ Government leaned very, very heavily on wordpress – we have asked for a more detailed explanation, as it does not appear that we breached any of the TOS.

The power and influence the NZ Government is exercising in the jurisdiction of other countries regarding the cyfswatch blog seems truly frightening – we are starting to feel as if we are residents of North Korea.

From wordpress:

Hi,I’m sorry but we were advised that we had to remove the blog.

There was no room to move on that.

We do believe in free speech but in this case we had no options. Sorry….-Mark

Now, compare the above response with our previous correspondence with Mark at wordpress:

Hi Mark,

Thanks for your prompt reply.

The guideline we are using for confidentiality is the question “is this information already available within the public domain?” eg electoral roles, public websites, phone books, directories, etc that a reasonable person could access with reasonable ease. If we ascertain that the information is not in the public domain, or could not be sourced in the public domain, then we would not publish said information to the blog.

Does this apprpoach keep us within the TOS of WordPress?

If you guys do receive any complaints about information on CYFSWATCH, would you be able to let us know, so that we can respond responsibly to the complaint, and amend / delete information as required to by the TOS?

Our site has a lot of media attention in New Zealand, and we want to be seen to be doing the right thing. We were originally hosted by Google, however our site was closed down by Google as they thought we had posted an illegal comment – the NZ police came out in the public media 2 hours after we were shut down and said that no illegality had occurred – so we guess that Google just ended up looking stupid, because they then said in the media that we were welcome to re-post our blog on Google!

We chose WordPress instead.

Please advise.

Hi,

Thanks for the note.

Confidentiality and Copyright are the two areas you need to be most careful about.

If you can be sure that your email address in the blog is correct too in case we need to contact you that would be good.

Mark

Thanks Mark.

Hi,>

“The guideline we are using for confidentiality is the question “is this information already available within the public domain?” eg electoral roles, public websites, phone books, directories, etc that a reasonable person could access with reasonable ease.”

That is okay.

If you can link to the source in the post that would be even better.

Otherwise they say you broke it, we ask you, you tell us, we tell them and that can take time.

But speech is free, opinion is free and we take the view that blogs are there to speak 🙂

Mark

So CYFSWATCH asks – who put the acid on wordpress?

UPDATE:
We have received an open letter which the author has requested be published:

Open Letter To WORDPRESS, Google and the NZ Government:

To whom it may concern;

Firstly, to wordpress, you claim you “had no option” but to close down the CYFSwatch blog.

You are wrong, you always have options. The fact that you caved in so easily to the NZ Government does you no favours for the future.

You will now, along with Google, will always be seen as easy meat to blackmail by corrupt Governments.

Google knows this only too well, after the Chinese Government forced them to hand over details of Chinese bloggers critical of the communist state.

The fact that these people thought Google would never sell them out is a matter of deep shame to Google, these bloggers are now in prison thanks to them putting money ahead of free speech.

WORDPRESS had the option of holding firm and not caving in. At least Google lasted longer and in the end, was lied to by our Ministry of Social Development. (the death threat which wasn’t, at least our Police said no laws had been broken)

To WORDPRESS, GOOGLE and The NZ GOVERNMENT, I say this.

The CYFSwatch blog was naming and shaming social workers. SO WHAT! The fact is that people were posting on the blog saying that not all social workers are bad, and that CYFS isn’t all bad… we agree!

Its not all bad and there are good social workers. Had CYFSwatch *NOT* named the bad social workers, then suspicion would have fallen on ALL social workers. By naming the bad social workers means that the NZ Government has a basis to conduct an investigation into those who are named as being bad, the blog detailed the crimes and that’s a whole lot better than not having the names of those accused of corruption or the crimes listed.

The fact is, the NZ Government can close this blog down simply by investigating the details as published by CYFSwatch, its that simple. The NZ Government would say that there are avenues for people, who feel they have been wronged, to go down as far as laying complaints goes. WRONG.

You see, the NZ Government also has a choice, they can continue to cover up these abuses of power and pretend its not happening, or it can take action, not against the blog, but in representing its people and giving them a system that works.

At present, all complaints are dealt with “in house” meaning its social workers investigating social workers, and because of that, not one social worker has ever been reprimanded let alone sacked from the position they hold. In fact, this Blogs stand has been to demand an INDEPENDENT complaints authority for the Child, Youth and Families service.

To date, that has been ignored. The fact also is that politicians are ignoring the cries of justice from the parents, because if the number of abuses came to light, this would be highly embarrassing for the Government.

The fact that 83% of the people who, voted on a Television NZ website poll in FAVOUR of allowing the blog to stay open is indication of the need in NZ for this to be aired. Its also an indication that the Ministry of Social Development doesn’t represent the people of New Zealand on its endeavors to close the blog.

Is there a need for this blog? YES. I said recently in a message on the blog that Australia was recently shamed to the world for its actions in the 1960’s and 70’s where it removed children for no good reason from Aborigine families and placed them with white families. It was, as reported, a form of genocide.

That has been called “the stolen generation” by the authors of history. We face a similar situation in New Zealand today. had the Australians had the Internet back then, and had there been a blog dedicated to shaming the Australian Government, then they would be called HEROES today, while the Government, Google and wordpress would be shamed. Only history will be able to lay blame and guilt over this latest episode.

What we need is an internet company to have the courage to stand up to the bullying NZ Government. Worse yet, is that many authors who had pieces posted on the CFSwatch blog who never once named and shamed anyone, are also affected by this censorship. You have denied my right to be heard, I for one was a voice of calm who posted what they thought (the whole idea of a blog) but all my posts have also been affected by the blog being deleted.

This is not fair, and it sets an unwelcome precedent for bloggers all over the world, and yes, I for one will make sure the world knows the facts behind this, because I will tell them as often as I can. The fact is, I gave the people on that blog my Email, and after Google closed it (based on lies) I was told by many people that they had deleted their Google search bar, deleted their Google Gmail accounts, and deleted their adsense accounts. I also know many that will now boycott the Google website, they will use Yahoo from now on.

Theres a few wordpress blogs that will also move in protest when they find out how free speech was stomped on. My personal website will now be anti Google and anti wordpress in protest.

GIVE US THE BLOG BACK AND LET FREE SPEECH RULE!!!!!!
